To get it to charge on your computer, try a different USB port. (USB ports can be “low power” or “high power”, and the Clip requires a high power port to charge.)
Not sure what you mean about it not downloading your music. Do you mean download from a music site on the web? Or do you mean sync music (copy it) to your Clip? Probably you mean sync, which probably wouldn’t work if the USB port you tried to use also couldn’t charge your Clip.
There is only 2 USB ports on my computer it won’t work on either.
My Clip charges on my Vista laptop and XP desktop, but isn’t recognized by the XP desktop (since it’s running an older version of Windows media Player). It sounds like your problem is a little different than mine, since you can’t get your Clip to charge.
You can try installing Windows media Player 10 or higher (11’s the newest) on your computer, if you don’t already have it. That is supposed to allow the computer to detect the Clip, but it sounds like you could be having problems with the ports since it wont even charge.

Really? That’s pretty unusual for a relatively new computer to only have two USB ports. Are they on the front or the back of the computer?
Do your usb ports work with other devices? if not, check your usb driver.
You should update to wmp 10 or 11. In my experience, wmp 11 is the best one.
I don’t think a problem with WMP installation would keep her Clip from charging.
If your computer doesn’t have WiMP 10 or 11, you may not have the requisite USB drivers for the clip to function in MTP mode.
While trying to connect, the Clip can get confused, and won’t go into charging mode.
Check on your Clip: Settings > USB Mode > select MSC. Then, connect to the computer. The Clip will be recognized as a mass storage device, and should begin charging.
If you don’t have this option in Settings, check Settings > Info. If your firmware version is earlier than V01.01.18, you won’t have the USB Mode option yet. For this case, turn off the Clip, and slide the power switch into the “lock” position. Hold the center button down, and keep it down, while plugging in to the computer. Don’t worry, it should connect before 30 seconds’ time.
If all is well, the Clip should say “connected” and the battery icon should start strobing.
