How can I format 16GB USB flash Drive

I just bought a sandisk cruzer 16gb only to realize that I cannot format neither can I delete. I do not have warranty. Anybody there to help me out.

If it’s used return it to the buyer and see if they will give you a refund.

If it’s new there is no need to format it.
