ScanDisk Ultra 16GB only showing 200mb of space

Hello, 

I purchased 3 ScanDisk Ultra Flash Drives together in one package awhile back. Each contained 16GB of available space. At this time only one will still hold up to 16GB. One will hold 14GB (which is tolerable, but a bit annoying). However, the third will only hold 200mb. I can’t figure out what happened or how to get the available memory back. I have tried reformatting it. It’s currently using the FAT32 file system, but I have tried others, FAT, etc…and nothing.

What can I do to restore the space potential that should be available on this Flash Drive?
