Offline disk passport ultra windows 10

Hi guy’s

I have a WD my passport ultra 1To that i try to format in fat 32 Under windows 10

I got a Strange error and since can’t see it in explorer

when i use the disk manager, i see it perfectly under letter f
But if i try to format or access it i got this message (in french sorry) :

Windows ne peut pas formater le volume car ce dernier est hors connexion. Essayez d’abord de mettre le volume en ligne en lui attribuant une lettre de lecteur ou un chemin d’accès.

Google trad : Windows cannot format the volume because it is offline. First try to put the volume online giving it a drive letter or a path.

Hello,

If you right click over disk 3, it should give you the option to set the drive to online.

Using right click only give me access to change letter or properties.

Any other option left me to a message like : F: is not accessible - The volume is not ready
