My Passport Ultra not detecting in new computer

I have used the external drives My Passport Ultra before in my Mac, where I did not add any password to it nor transferred any files into the drives.

I have changed my computer to a window pc now, where the Passport is not showing up in “This PC” and not poping up any set up wizards, which makes it unaccessible in this case. The drive, however, can be found in “Safely Remove Hardware and Eject Media”.

I’d love to do whatever I can do format the disc but I would be to get into the drive to do so.

Any advise? Thanksss!
