iMac 21.5" 10.15.3 macOS Catalina does not see external SanDisk Ultra II 960G

iMac 2.3 GHz Dual-Core Intel Core i5

SanDisk Ultra II SSD

Sata 6G/s

SDSSDHI-960G

SN: 143514400245

54-9925494-960G

This SSD was previously used in another Mac so I bought two different SATA to USB3.0 cables and both do not seem to work.
