Hi,
I also have a SanDisk Cruzer 32GB.
I tried all of the suggested topics here and elsewhere and nothing worked!
Finally, I was able to format the disk with a Chromebook which uses a completely different filesystem.
Then, I was able to into disk managment and format it, assign it a drive letter, etc.
Try formatting it on something other than windows!

With EaseUS Partition master, It also fails to format to NTFS, but if you highlight the partition and select “convert to NTFS”, it works.

NTFS is a lousy format for a USB drive. Use exFAT if large files are necessary.

It was designed for hard drives and includes journaling which adds extra writes to the drive. On USB drives that makes them slower and wear out faster.
