How To encrypt a USB flash Drive so people can only View files NOT COPY files?

Hi!
I need to give people USB’s with files but I don’t want them to be able to copy the files to their computers. I only want them to see the files.
Is there a way to encrypt the USB so they cannot copy the files?
Also I would like to make, that they need 1 password to view it, and a 2’nd password to view it again. and then a different password to copy the files or move them around.

Please let me know how I can go about it.
