8 GB CRUZER BLADE turn into 3.77 GB with nothing on it

I accidently used HP Drive Key Boot Utility Version 7.41 instead of HP USB Disk Storage Format Tool - v2.1.8, and now the USB displays 3.77 GB from the from the 8GB i bought.  I’ve tried formatting it, but it’s the same.  There is absolutely nothing on this USB.
