WD passport - cannot write on disk (after starting up PC)

I started with my WD passport external drive 1TB. AFter i wrote my maps on the harddisk, i closed down the PC. Then i started the PC. The result was dat i cannot write on the WD passport anymore.

I tried tot format the harddisk. It worked, so i started again. First i can write everything on the harddisk. AFter closing down the PC and restart the PC, i cannot write anymore on the harddisk (read only).

What happened? Is this an Windows 10 issue?
