WD Elements prevents PC from shotdown

My new WD Elements 6TB prevents my desktop from shutdown/restart. PC begins to restart process but then hangs on without doing anything. I tried different USB ports on the PC but didn’t help.

Any idea why?

Didn’t help. Something holds the disk busy. I think that’s why the PC cannot restart. I have no idea what it is. I have other external disks that works fine in this manner.

ps. this is a very old issue about WD disks. I have found exactly the same complaints from different customers in year 2012:
