USB 3.0 Slow Transfer Rate Windows 8

I own a brand new HP ENvy 20 touchsmart desktop

it came with 2 USB 3.0 on the side.

I purchased a Western Digital 3tb external USB 3.0 and 2.0 compatible

Not sure if its the external hardrives problem or a driver problem.  I dont seem to get good transfer rates in either 2.0 or 3.0

it will start high then drop off to next to 0 after a few seconds.

There is a constant lag all the time in way its read from the hard drive.  I have tried to use another cable but i still get the same issue. 

Has anyone else experienced this?? IT would be nice to get this problem fixed.  Thanks

Try it on another PC with USB 3 if possible. What is your transfer rate? Did you try both ports? Make sure not to use a hub or cable longer than the one supplied. Also try plugging the drive directly into the wall instead of a surge protector.

Thanks for your response…I did all you asked i dont ahve another usb 3.0, i have tried both usb’s and still nothing.  it starts off good and then dropes to 0bps… it goes so slow!

I dont know enought to see if i can update my drivers or anything else
