My Passport Ultra slow speeds

Hoping for some help about why my hdd would be acting this way. It is only getting about 40MB/s top speed. I have tried every usb port but the speed stays the same. I downloaded usbview and it is recognizing the drive as usb 1 and 2 only, even on the usb c port. I have tried several different cables in the various port but nothing changes, still only 40MB/s. I don’t think it’s my computer because I had just reformatted less than a month ago, with all drivers updated.

Please perform a diagnostic test on the drive using WD Drive Utilities to determine the optimal health of the drive by following the KBA article: How to Install and Use WD Security and WD Drive Utilities Features

RMA’d and got replacement. Speeds are where the should be again.
