Legacy WD120 and MacOS/Time Machine compatibility?

I have unsuccessfully reformatted this drive with all possible combinations in efforts to use it for Time Machine backups. My Mac is unable to mount the drive after reformatting.

Is this drive incompatible with MacOS/Time Machine?

Config: MacBook Pro 13" (2017) MacOS 11.6.1
