GB Advertised is not what is available on disk

If a SanDisk Flash Drive requires 7% to 10% of total storage, why is that not included in the packaging? For example: The package says 512 GB but actual available space is 10% less or 460 GB . All sources say the 7% to 10% space is for operating files. Online replies say it is the difference in how they calculate the storage. BS! In that case the package should say 460 GB and not 512. Or SanDisk and the industry should add the 10% to the device, making it a 562 GB total storage and package it accurately as 512 with additional space for storage. This seems to be an industry-wide blatant fraud. I bought the 512 because that is the space needed for my purposes. This fraudulent packaging requires me to buy a second drive to complete my project. With all the posting on the net about this, I can see a class action suit in the making.
