External USB Element won'y mount in Wons 10

WD Element 2tb drive is seen by Windows 10 Disk Management, can format it, but will not mount: error says drive is offline.

I move the same drive to my HP running Ubuntu and it mounts and shows partitions.

So something is wrong with the partitions arrangement or format on the drive. It is set with Primary 25G partition and a Primary 1.8G partition. I can use DiskGenius to format and assign drive letters, but Windows file manager does not see it.???

Any ideas?
