After erasing the drive message is "target not found"

After doing a cloud storage with Backblaze, I found that this drive seemed to have 3 million files on it. So I decided to erase the drive and begin again as something seemed wrong. I downloaded the software (although there was not clear step by step instruction on how to do this or where to put it- we’re not all fluent in these things) and was able to manually put files on the drive but when I try to set up a backup I get the message “target not found” and there does not seem to be any way to set up backups as something is wrong or missing. I’m doing a “complete drive test” but my drive light isn’t blinking (it’s an external My Passport Ultra) so I’m not sure what’s happening. I sent a request for help to WD but got back a generic response that doesn’t help me any more than what they have online. I need a step by step process of what to do. Please help.

Be able to Tell Them “Does your Drive display correctly in Disk Mgt (In RUN type - diskmgmt.msc -”
