WD My Book won't turn on, no light. Is it dead?

I have a 640GB WD My Book External HD. I used it just 2 days ago, and everything was fine. Today I plugged it in, and it’s not turning on. When I plug the outlet in, I can hear the disk spinning like it’s starting up, but then it dies after a couple seconds. The light doesn’t come on or anything.

Does this mean the hard drive is dead? Or could it be a bad power supply?

It could be either. Did you try another outlet? also try turning the plug 180 deg in outlet.
