My WD Elements 2TB portable drive is recognized on some machines but not others. I have a Dell inspiron and Surface Book 2 - neither identify the portable drive when it’s connected. The light comes on on the drive and I can feel/hear the drive spinning but the laptops do not recognize that a drive has been connected. It is however recognized when I plug the drive into the Dells docking station (instead of the USB drives on the lap top itself). On two other devices I use - a desk top and a HP lap top it is recognized and works fine. Is it a power issue?
