Passport Won't Clear Space

I have a WD Passport that is running out of space, so I decided to delete off some files to clear up space. The problem is, when I delete the files,  the free space capacity doesn’t change (or go up). It stays the same. I’ve deleted off some pretty big files, at least 5GB. I should mention that I’m using a PC, not a Mac. Also, I’ve always used this drive on the same laptop. I’ve read a lot of formatting tech support for Mac users on the same issue, but I’m using a PC. Anybody know what the problem could be?

You’ll need to erase at least 25% of the drive capacity to see the capacity bar change, you have a passport Elite or a Studio right?

Make sure you delete the files from Recycle Bin too. Maybe defrag and reboot will help.
