I have a Passport that my wife was using as a backup drive to her Win 7 laptop. She was having trouble with it continually backing up instead of incremental scheduled backups. Also the utilities were constantly running in the background and hogging resourses. She has moved all her files from it now.
Is there any reason not to completely reformat drive and not having the tools and utilities installed?

If she was able to removed all the drive content into another media you should be able to format the drive and reinstall the tools with no problem at all.
I’ll suggest you to double check your data located in the other media device just to make sure no file is corrupt and that you are able to access the files.
