I have a M250 that I haven’t used in a couple of years.  I replaced the battery but it does not turn on.  I’ve connected the USB cord to my 250 and laptop, it shows Initializing, then shows USB connected, MTP, and a circle that is half black and half white.

Does this sound like the unit is shot, and it is time to buy a new one?

That looks like a hardware failure to me. Better buy a new one.
