3tB HELP!

Had the hard drive working fine before reformat , but after reformat doesnt wanna work properly

Windows 7 -I7-16 gig ram. One hard drive in PC 250 G SSD ,

one external usb drive 3TB wd green

i plug in hard drive , doens’t load , go into device manager disk drives! its there , gotta right click and then hit populate , then it will show up on my computer after a while of loading!

Once it loads up opening the file takes long time, playing a movie from it lags it , going to anywhere in that hard drive takes while , maybe 30 seconds to open a simple folder , green bar just scrolls.

If i don’t hit populate it won’t show up at all in disk management nor my computer.

What am i missing ?

I already went to properties clicked on usb and took off power saving setting for max power .

Such performance issues may indicate an issue with the device, or incorrect formatting parameters. I would recommend performing a complete drive test using Western Digital LifeGuard Diagnostics for Windows to confirm SMART status and a sector scan. If the unit is to pass the tests, then a complete low-level clean (Write zeros) would be the next step in order to initialize the disk as GPT as opposed to legacy MBR.
