are you trying to open the photos on a windows computer? if so it is probably related to the new image format iOS uses HEIC. You can go to the iOS settings > Camera > Formats and change it to Most compatible. It will then take the photos in jpg format. for any picture that was taken in HEIC you would need a program that supports that file type or a converter that will convert them to jpg so you can view them on a windows computer.
