have you treid some free windows password rest tool which supports USB 2.0 and support UEFI BIOS, like ntpassword, passfolk saverwin..i used it to remove my admin password but not sure if it works for you.
i suggest you to buy a latest USB drive..

As long as you do what i said,your Dell laptop can be booted from USB flash,i have tried it many times.

As well as the Ubuntu live CD can be used to boot laptop (If the USB doesn't work for you)
It is also a good idea to create one online.

Using bootable disk is one of the way to reboot the locked laptop,but not the easiest one.
Passwords can indeed be restored, and it is better to break it than to restore it.
