Sandisk Ultra Flair 3.0 transfer speed slow

Hello, I bought a Sandisk Ultra Flash 32GB USB 3.0 thumbdrive. The computer I am using does not have USB 3.0. 

I needed to format the thumbdrive to NTFS as I sometimes needed to transfer files bigger than 5GB. However, after I did that, when I transfer files, the download speed is quite fast at first (70-80MB/s) but after a few seconds it will lower to about 10-20MB/s. Could this be becuase I formatted it to NTFS?

NTFS is a journaling file system designed for hard drives.  exFAT supports files larger than 4GB and is the better option.

Was the original format FAT32 or exFAT?

The original was Fat32, which was why I could not transfer files larger than 5GB.

So if I format my USB to ExFat I will be able to transfer files without that problem?
