SanDisk Ultra Flair 128gb missing 5gb

I bought a 128gb flash drive. I know Windows reads differently and I’ve read the generic answer the gurus in the forum give (https://petapixel.com/2012/10/10/why-hard-drives-and-memory-cards-have-less-space-than-advertised/). . )

However, using this conversion, the real capacity should be 119gb, not 114. Where are the other 5gb?

It doesn’t. It’s the same answer that hasn’t been helpful before. According to this answer, I should have 119gb, but I only have 114. 

Open a Command Prompt window and change to the SanDisk’s  drive letter.  Then enter this command for the drive.

attrib -s -h -r /s /d

It will show you any hidden files and folders on the drive.

It’s not about free capacity, it’s about available total capacity. It’s just false advertisement by SanDisk. They deliberately cut some storage. I don’t buy SanDisk anymore for this reason.
