My Clip+ shipped with this firmware but I can only find reference to V01.02.15P.
What is the difference between 15 and 16 and will it be released to everyone else?

It only has (extremely) minor differences from the latest update (01.02.15) update posted here. Not enough to qualify for an “update”. It is shipping on the latest production run from the factory. The “P” indicates Pacific version which changes according to which Region you select when first turned on, or after a firmware update.
