USB not recognized by Windows 7

I was working on a Dell computer at an internet cafe and received this message in French, but I will translate -

Peripherique USB not recognized. One of the peripheries that USB relies on this computer has malfunctioned and

Windows does not recognize it.

I went back to the store that I bought it at - FNAC and checked on one of their laptops, and received the same message.

What do you think? Is this a problem with the USB stick or Windows 7? My stick got black balled?

If it doesn’t work in the store’s pc ask for a replacement and test that it works before leaving the store. 

Granted it could be a Windows 7 User Account Control setting, a company’s policy setting to prevent malware, etc.
