Unable to add my existing IBI device (which has important photos) to my new IBI device (which also has photos already) log in.

I had 2 separate IBI devices, one for each phone.
One phone sank and I had to replace it.
trying to log into the IBI device for that phone.
It defaulted to the IBI device for my first phone.
tried to add my IBI device, and it said I needed permission from my own email address.
I cannot seem to give myself that permission, so I have 2 IBI devices and 2 phones now but both phones access the same IBI device and I cannot seem to change that.
