RAW to NTFS File system

Hii,

I have WD 1 TB External HDD, i am facing isssue while formatting the drive, while i try to format by quick format it did not format, i checked through computer management and found that the file system is RAW, i tried to format by selecting NTFS and click quick format, but stills not formatting, also i tried to format through command prompt with administrator access, but when formatting it stuck at 0%, any idea how to fix this or through any other software?

Sometimes running the command prompt to convert from FAT32 to NTFS fixes a Raw drive http://support.microsoft.com/kb/214579
