NEW WD_BLACK 5TB Game Drive not recognized

wd_Black 5TB game drive when connected to Surface Pro makes deep hum noise.
Not showing in disk manager or device manager under USB controllers.
Changed USB Root HUB Power Management so ‘Allow the computer to turn off this device to save power’ is unchecked. Did same to one other USB Root HUB restarted and didn’t work. Tried on 2 Microsoft Surface pro’s (one 3 yrs old, another 6months old)

Does the drive spin up and is recognized on a regular computer?

No don’t hear the drive spinning just the sound in the video and don’t have a PC to try try on:
