This is a dumb question but I will soon be getting a new PC. In order to retrieve my backup from the previous PC I assume I have to install the WD software on my new PC. So when I select retrieve do I also select “to the original places”? (Both PC’s have win 8.1 installed)

Restoring to the original places is not recommended in a new computer since the original places do not exist and the files may become hard to find. It’s best to use the option to restore to a folder. This will allow you to centralize your files into a single folder and move the files to the appropriate places in the new computer afterwards.
