How can I get it to only make one copy? I am trying to transfer pics from my wife’s old PC to her new one. It is making a Folder for each pic and then puts two pics in every folder.

It seems like this problem is completely out of the box. If you have the backup of your data in another location. You can reformat the drive. You can refer to the link provided below for how to format the drive.
