What’s the fastest way to charge the Sansa battery … via usb or wall (or does it matter)?

Also, I noticed when charging, the Sansa needs to be ON. I tried turning it off then plugging into the wall and it didn’t charge. Is that normal? Does it need to be ON to charge properly?
