After Formatting, my WD Passport Ultra external Hard Drive, shows up as “offline” within the WD Backup Software. How do I resolve this, so that I can start a fresh backup?

Try deleting all the WD software from your system and then re-install from WD website. Hopefully, it will help you resolve the issue.

You can also check the Disk Management status if that is recognizing your drive or not.
