After erasing with WD Utility, can I reformat with Windows 10

My brand new WD Passport Ultra fails chkdsk test with read error. I plan on erasing all the data with the WD Utility, in preparation for returning the drive.

After that, is it possible to reformat the drive in Windows 10. If so, how?

PS the drive passes the WD Utility Complete Test, so IMHO it should also pass a CHKDSK, but it doesn’t.
