Are you talking about one acquired while serving a term as a guest of the state or federal prison system?
If you're out, you'll have to send it into the company that provides these to the BOP (Bureau Of Prisons). For a price they will unlock it for you. They apparently have a locked-down firmware version on it that only they can over-ride.

This is hilarious. For unlocking, the forum is the last place you ever could get. You may need to search elsewhere about this though.
