I have used some FM transmitters and they can be very good, even the cheap ones. The usual cause of poor sound is interference from broadcast FM and this varies from place to place. In a rural area no problems, in an urban area it can be quite bad. The easiest thing to do is to find one with lots of choices for the frequency you use. Different devices can have slightly different ranges of available frequencies. Probably this should be subject to regulation but in practice I’m sure nobody is paying much attention to what passes through ebay and similar. $25 - $30 sounds rather expensive to me. I used to sell these things for about half that price.
