you don’t need comments, or anything. try this:
open notepad
enter the relative path from the Music Folder, one song per line (example System of a Down\Hypnotize\01 - Serj Tankian; Daron Malakian - Attack.mp3)
save the file as a m3u in the MUSIC folder.
