the new iOS defaults to HEVC (h.265) video codec. The media player you are using on the PC probably does not support it. You should be able to play it in quicktime or Windows media player.
You can also go into the iOS settings > Camera > Formats and change it to Most Compatible. after changing the setting all your videos will be shot in h.264 which is more widely compatible.
