I bought a Sandisk 32gb Micro SDHC card with class 4..It is not detected by my android phone. So I tried with windows phone.Result is same. Then I try to connect it through a USB card adopter to my PC. It asks for Formatting the removable disk. When I try to format it in basic FAT,NTFS or exFAT it shows only 30.6 mb capacity and a prompt message "Windows was unable to complete format".

You might try formatting using the SD Association's Formatter tool--it can handle many issues.
One thing I hope this is not: there have been many reports of fake 32GB cards. Hopefully, that is not your situation.

Something is amiss with that card. Try formatting with the SD Formatter listed above, and check that it is a genuine 32GB microSDHC card using H2testw linked here.
The application H2testw will check the card's actual details, verifying it isn't a counterfeit card. Sadly, the higher capacity (HC) 16 and 32GB cards are prime targets for counterfeiters on the internet. What a scammer does is take a smaller-capacity card and rewrite the identity on the card, making you "think" it has more capacity than it actually does.
Download and install the utility, and check the card out.
Between using the SD Formatter utility, and the validity test, you should be up and running. If the card is genuine, SanDisk stands behind them! You can contact Support at 1-866-SanDisk for assistance.

You might try reformatting the card using the SD Association's Formatter tool (available online)--that sometimes has been known to help.

I have the same problem with a san disk 32 gb... It was working great but then all of a sudden my Samsung Galaxy Note 2 told me there was a problem and it needed to be formatted.
I pressed cancel because I was hoping to save the contents of the disk.
Now my Note 2 does not even recognize the card at all.
Which says there is a problem with San Disk 32Gb disks not working after use.

... and just to update, the card does not work in a usb reader either... My Mac does not detect it at all.
This is a fail SanDisk!! I bought this on Amazon so getting a replacement card is probably not worth the hassle.
