Something is amiss with that card. Try formatting with the SD Formatter listed above, and check that it is a genuine 32GB microSDHC card using H2testw linked here.
The applicationH2testw will check the card’s actual details, verifying it isn’t a counterfeit card. Sadly, the higher capacity (HC) 16 and 32GB cards are prime targets for counterfeiters on the internet. What a scammer does is take a smaller-capacity card and rewrite the identity on the card, making you “think” it has more capacity than it actually does.
Download and install the utility, and check the card out.
