2GB SD cards - Different capacities ?

Hi there, I have been using 2GB Sandisk UltraII sd cards (Black in colour) in my camera for some time now.

I have just bought a new Sandisk "Std" sd card, which is blue in colour for use in a handheld GPS unit.

 

Now, the UltraII has 2,030,960,640 bytes ~ 1.89GB of capacity

 

The Std card has 1,977,319,424 bytes ~ 1.84 GB capacity

 

Is this normal and is it possible to format the std card to 1.89GB like the UltraII
