It's been a long time since I've had to do it, so my memory might be wrong, but if you press the F8 key when booting up, doesn't it give you bootable options where you can select the flash drive to boot from?

You need to change the first boot device to USB HDD in BIOS Settings. Instead, you can follow this guide: http://www.iseepassword.com/reset-dell-laptop-pass
Check the step 1-3. It has pics embeded into tutorial.

To enter the BISO settings, you can press "F2," or F8, F11, F12, or Del key, different brands have different key to enter the BISO settings.

In my Dell Inspiron laptop, the key is F12 to bring up the boot menu for selecting a boot media or entering into BIOS. If you can't see your attached USB flash drive, you need to enter into BIOS: disable Secure Boot Control and disable UEFI boot mode.
Regards to password reset, you can use Windows installation disc & sticky keys trick:
This security hole exists since Windows Vista, and it's not fixed now.
